Job Purpose

 

The Senior Operations Engineer is responsible for the function of operations related to HVAC, Electro-Mechanical and Control Systems of the Primary Nursery Facility located at NEOM. This includes monitoring & control of all the facility automation systems such as: Building Automation System (BAS), Lighting Control System (LiCS) and Power Monitoring System (PMS). 

 

This responsibility includes and requires full understanding of the HVAC and electro-mechanical systems design & operations in the Primary Nursery Facility; and tackling their day-to-day issues and proposing viable solutions. It also includes establishing and implementing an Energy Conservation and Sustainability Program.

 

The Senior Operations Engineer is also responsible for ensuring customer satisfaction and optimal performance with minimal or no interruption. Establish and maintain an appropriate communication protocol with all stakeholders within the Primary Nursery Facility, and manage all support services, including janitorial, pest control, horticulture, office services, and waste management.

 

Major Accountabilities

 

  • Leads the facility Operations function, which assumes the full responsibility of building automation systems.
  • Lead the facility support services operations, which include janitorial, pest control, horticulture, office services, and waste management, ensuring compliance with contractual obligations, KPIs, and SLAs.
  • Manages the day-to-day building issues related to equipment & mechanical systems integrated with the automation systems.
  • Leads the operation engineers to provide improvement schemes for operations efficiency, performance, and energy consumption.
  • Compares original engineering design parameters, including electrical/mechanical equipment systems, with current operating conditions to ensure compliance with original design intent and identifies areas of enhancement.
  • Develops and leads the implementation of an Energy Conservation and sustainability Programs.
  • Working collaboratively with design engineers, operation engineers and service providers
  • Liaising with suppliers, contractors and relevant stakeholders. 
  • Troubleshooting and problem-solving of the systems.
  • Leads the team in performing Root Cause Analysis (RCA) for all buildings operations incidents and ensure the implementation of the findings.
  • Recommend training and career development initiatives for internal team members, supporting professional growth and succession planning.
  • Assign, prioritize, and oversee daily workloads; coach and mentor team members and conduct regular performance evaluations.
  • Develop and implement inspection protocols to assess and ensure the consistent delivery of high-quality janitorial, horticultural, pest control, office, and waste management services.
  • Enforce HSE standards across all service activities, ensuring contractor staff comply with all safety procedures, PPE requirements, and environmental regulations.
  • Serve as the primary point of contact for internal clients and stakeholders, addressing service concerns, collecting feedback ensuring customer satisfaction. 
  • Oversee proper segregation, handling, and disposal of waste; support and promote sustainability initiatives including recycling and composting programs.
  • Investigate service complaints and incidents; recommend and implement corrective actions to prevent recurrence and improve service delivery.
  • Prepare monthly work completion certificates inputs and all supporting documents as per contract.
  • Attend commissioning activities for MEP installations and systems integration.
  • Raise and ensure proper resolution all of commissioning EIL items.
  • Represent the department in internal and external HSE audits and ensure compliance with relevant standards.
  • Participate in scope development, design reviews, and planning for expansion projects and MEP-related initiatives.
  • Covers for the Electrical Maintenance Lead position when required and performs all other duties assigned.

  • Knowledge in LEED Design and preferably LEED Certification
  • Fluent in written and spoken English

 

Qualifications

 

  • Bachelor's degree in Electro-Mechanical Engineering or any related engineering discipline

 

 

Experience

 

  • 6+ years of experience in HVAC Systems Design & Operations, Facilities Management, Mechanical and Low Current Systems.
